At our last round of negotiation, the matter of the 10 hours rest rule violations was raised and addressed. The Company has recognized their responsibility towards the blatant abuse of the rest clause.
Therefore, please find below a new procedure that RTC's have to follow. These procedures can be distribute to our members and I would greatly appreciate feedback from the members.
Understand that, in the procedure, the plan that our Conductors will be provided is debatable but RTC's will have the final word. Conductor's are expected to collaborate in a respectful and professional manner with RTC's. If the plan offered by the RTC's failed, I would like to be aware of such cases.

Appended is a copy of the process piece that will be implemented within the territory managed by the Montreal OC. 1 - RTE provides rest notice to RTC. 2 - RTC acknowledges rest notice, reviews operating requirements through to final destination with RTE (switching enroute, restrictions, etc), advises RTE that a tentative plan will be forthcoming. 3 - RTC records rest notice and advises CD, AM RTC. 4 - RTC consults AM RTC to determine plan for handling of train. 5 - RTC advises RTE of plan for handling of train, which could include a proposed change-off location or through to final terminal. 6 - RTC updates RTE of changes to plan as operational circumstances warrant, eg new change-off. |
